Combines the five stale Dependabot PRs on current main: checkout 7, setup-python 7, CodeQL 4.37.4 with matching init/analyze versions, release action 3, and gunicorn support through major 26. Current main already upgrades setuptools to 83+ before auditing, fixing the stale branches security failure. Local Python 3.14 validation passes formatting, lint, strict mypy, 13 tests at 96% coverage, pip-audit with no known vulnerabilities, and package builds.
