chore: refine issue templates

Description

• Move verification checkboxes above the description, and verify the latest version is in use rather than asserting docs coverage
• Turn the prefilled reproduction sample into a placeholder, so it can no longer satisfy the required check unchanged; add an optional reproduction link field
• Fix the macro dropdown: babel-macro-plugin is not a real package. List @lingui/babel-plugin-lingui-macro and the deprecated babel-plugin-macros separately
• Make "Alternatives Considered" optional in the feature request
• Add a documentation issue template
