P1 Badge Keep Electron aligned with the reviewed native runtime

On packaged macOS arm64 builds, this changes Electron to 45.0.0 while native/office-local/reviewed-packaged-source-v1.json still records Electron 44.8.0. resolveOriginalPackagedOfficeResources() requires process.versions.electron to exactly equal that reviewed value, so the packaged office-native resource loader rejects the application and the native Office functionality cannot start until the review artifacts and associated runtime proof are regenerated together.
