- always enable adaptive SLURM scaling
- submit the minimum workers eagerly at startup
- support fixed capacity through equal minimum and maximum limits
- wait for the worker floor before starting pipeline processing
- monitor worker losses and allow configurable recovery time
- abort cleanly when the minimum capacity is not restored
- add lightweight tests for adaptive scaling and worker recovery
