Tool Manager, pt. 1

This PR:

• pulls in the Tool Manager as a dependency
• defines the "Developer" functionality for the Tool Manager in the server module, and wires it into the emulator. This will run in LightOS as well in future releases.
• adds a Gradle task for installing your locally built tool via the Tool Manager's API

It will be quickly followed by two other PRs:

1. Add the ability to uninstall a locally installed tool
2. Allow tool to declare itself as Tool Manager-capable and be able to send/receive data
