Summary

add sweephtlc for matching exact on-chain HTLC outpoints against channel.db
reconstruct segwit v0 HTLC scripts and sign remote-commitment outgoing timeout sweeps
keep publish opt-in with dry-run/raw transaction output by default
document the new command and add matcher tests
