fix: downgrade KeyboardShortcuts to 2.3.0 for CI compatibility

- Changed from 2.4.0 to 2.3.0 (doesn't require Swift tools 6.1.0)
- Updated to upToNextMinorVersion to lock to 2.3.x
- Set CI to use Xcode 16.1 (stable and compatible)
- Tested locally - build succeeds

This avoids the Swift tools version incompatibility with Xcode 16.1
and the CoreMedia/asset catalog issues with Xcode 16.2+
