chore(website): replace ESLint stack with oxlint
7fffe96 
typescript-eslint caps its typescript peer at <6.1.0 and throws at
runtime on TS 7, so `npm ci` failed with ERESOLVE after the dependabot
bump to typescript ~7.0.2 in fb21160, breaking the Website workflow.

No typescript-eslint release supports TS 7 yet, including canary; see
typescript-eslint#10940, which targets TS >=7.1. oxlint has no
typescript peer dependency, and its type-aware linting runs on
oxlint-tsgolint, which is built on tsgo, so TS 7 works today.

Rule parity with the previous config is preserved:

- js/tseslint recommended -> eslint + typescript plugins. The 15
  tseslint recommended rules are listed explicitly because oxlint's
  correctness category does not include them, and omitting them would
  silently drop the checks while lint still reported success.
- eslint-plugin-react-hooks -> react-hooks/rules-of-hooks and
  react-hooks/exhaustive-deps
- eslint-plugin-react-refresh (vite) -> react/only-export-components
  with allowConstantExport

Drops six devDependencies and clears the transitive high-severity
brace-expansion advisory that arrived through eslint.

CI is unchanged: the lint script keeps its name and exits 1 on
violations.
