Closes out P0-#5. Controlled-ring validation (3x5090 WAN, ~$3.5, torn down): the shipped #120 build + #122 knobs serve M2.5 end-to-end over a real 3-region ring, EAGLE on, degraded=false, receipts chained under one settlement nonce = integration PASS. The sustained-backpressure M1 wedge is not reproducible on a fast datacenter ring by construction (depth-1 EAGLE, 4-6MB loopback buffers, no NET_ADMIN) — which is why 07-14 only hit the home box; M1 is proven at the socket layer offline in test_ret_stallguard.py. Marks P0-#5 DONE, adds the receipt + LATEST-4 RESUME-HERE block.

Controlled-ring validation (3x5090 Poland/Germany/Poland, ~$3.5, torn down):
the shipped #120 build + the #122-forwarded knobs serve M2.5 end-to-end over
a real 3-region WAN ring with EAGLE on, degraded=false (no false trip), three
signed stage receipts chained under one settlement nonce. The sustained-
backpressure M1 wedge is not reproducible on a fast datacenter ring by
construction (depth-1 EAGLE = no return backlog, loopback buffers autotune to
4-6MB, container has no NET_ADMIN to throttle the tail uplink) — which is
exactly why 07-14 only hit the residential box; M1's socket bound is already
proven offline in test_ret_stallguard.py. P0-#5 marked DONE; receipt added.

Mark P0-#5 done in LAUNCH.md, add the LATEST-4 RESUME-HERE block, close out
the plan file, add docs/receipts/eagle-watchdog-ring-20260720.json.
