LAUNCH.md blocker #5 gains the shipped-ladder progress note (residue = controlled-ring validation + root cause + the daemon M25_EAGLE=0 restart follow-up); M25_ENGINE.md RESUME-HERE gains the 07-20 LATEST-3 block: the four mitigation layers with their env knobs, the untimed-ret prime suspect, the verification trail, pay-model #41 merged, and the three validation arms as the one next action.
