docs: trim one-time setup steps from the agent guide - #48

- Remove first-time setup and migration notes that have already run: Play Integrity, dev KV and secrets, Buddies APNs/FCM, and the photo and account backup buckets. - Keep ongoing operations: key rotation, per-environment secrets, and the deploy-time R2 lifecycle script. - Replace the completed Notes Import streaming backlog entry with a current description of the architecture. - Point the wrangler.toml Play Integrity comment at AGENTS.md for details.
