Summary
Adds the unmanaged benchmark sidecar skeleton required before enabling the released repository benchmark source managed by hex-dev.
The source itself remains managed by hex-dev and is intentionally not included here. I validated this skeleton by temporarily projecting bench/HexRowReduce/Bench.lean from kim-em/hex-dev#9880 and successfully building hexrowreduce_bench (579 jobs).
Prerequisite for kim-em/hex-dev#9880.
