This also adds a CI job to ensure that the config gets exercised regularly as changes are made.

Hi Brian, I've been watching this work a little. FYI, I have the repo "qdv" where I put:

• tests too long to run on normal commits
• tests that bring in too much clutter
• tests with license problems (likely to move the IETF BCP 78 stuff here)

This work adds a lot of files to the repo, so it might be a candidate to go in "qdv"

"qdv" isn't the most organized, but it can get better. It could even be set up to run GitHub CI in a nightly cron job or such.
