主管子图有个 or True，会把任何异常都"静默吞掉"而导致提前收工

本意是"只有 token 超限才提前结束"，现在变成了任何异常（限流 429、网络抖动、某一个研究员失败）都会立刻终止整个研究阶段，然后照常花tokens生成一份残缺报告。后果：质量突然变差但无报错、真实错误被掩盖。修复：删掉 or True
