Setup Ruvector CLI - #1

- Renamed package to `ruvector`. - Added `bin/ruvector.js` executable script. - Updated `package.json` with `bin` and `files` fields. - Updated server to log "Ruvector serving on port..." on startup. - Fixed `bin` script to be cross-platform using `pathToFileURL`.
