ci: prefer docker daemon over podman and increase test timeouts

Summary

• Updated pulsar.sh and pulsar_stop.sh scripts to check if the Docker daemon is available (docker info) before falling back to podman.
• Increased Pulsar startup health check attempts from 40 / 30 to 120 (up to 4 minutes) in pulsar/connector/suite_test.go and pulsar/test/suite.go.
• Increased go test timeout to 500s in pr.yaml and release.yaml.

Root Cause

GitHub Actions Ubuntu runners have Podman pre-installed. Because pulsar.sh used which podman, it selected rootless Podman instead of the active Docker daemon. Rootless Podman port forwarding on CI runners failed to route localhost:8081 to the container, causing tests to wait endlessly until failure.
