buildah will fail to pull images with opaque whiteouts ([buildah#6903]).
The same applies when running buildah under `unshare --map-root-user` in an
otherwise unprivileged container, since this also grants `CAP_SYS_ADMIN` to buildah.
For the unshare case, a workaround can be to first `buildah pull` the required images
without using unshare before running `buildah build`.
