ci: update GitHub Actions to latest major versions - #33

Several actions were multiple majors behind. Bumps: - actions/checkout v4 -> v7 - actions/cache v4 -> v6 - docker/login-action v3 -> v4 - docker/setup-buildx-action v3 -> v4 - docker/build-push-action v6 -> v7 erlef/setup-beam stays on v1 (still the current major). All of these majors are Node 24 runtime bumps requiring Actions Runner 2.327.1+, which ubuntu-latest satisfies. The docker action majors also dropped deprecated inputs, none of which are used here.

Several actions in the CI workflows were multiple majors behind. This bumps them all to the current latest major.

Every one of these majors is fundamentally a Node 24 runtime bump, requiring Actions Runner
2.327.1+. All jobs run onubuntu-latest, which is well past that, so no runner action is needed.Beyond the runtime bump, the only other breaking changes are removals of deprecated inputs/outputs:
docker/setup-buildx-action@v4— removed deprecated inputs/outputs. This repo passes none.docker/build-push-action@v7— removedDOCKER_BUILD_NO_SUMMARY/DOCKER_BUILD_EXPORT_RETENTION_DAYSenvs and legacy build-summary export. Neither is used; the only inputs here arecontext,push,tags,platforms,cache-from,cache-to,load, all still supported.actions/checkout@v6— persists git credentials to a separate file. Thepublishjob'sgit push originof the version tag still relies on persisted creds, which continue to work.Out of scope
Deliberately left alone, since these are toolchain upgrades rather than runner updates and would need their own validation:

Both workflow files parse as valid YAML. Real validation is CI itself running green on this PR.
