• assemble semantic replay schemas and tactic emitter handles from one package descriptor
• enforce exact package-local replay-key coverage plus global emitter uniqueness
• route the live Real.sin checker and tactic through the joint registry
• reject missing, extra, borrowed, duplicate, and wrong-role schema contributions

• Build completed successfully (1959 jobs).
• copyright, line-count, DAG, released-manifest, trust-surface, Phase 4, conformance-target, diff, banned-proof, and factor-freshness checks
