This PR updates
.gitignoreto allow committing Yarn Berry plugin/release directories and adds theyarn-plugin-dedupeplugin binary to Git. This prevents Dependabot from gettinggetaddrinfo EAI_AGAIN github.comconnection/DNS errors due to attempting to download the missing plugin binary from GitHub Releases in its restricted network environment.
