Closes #171. Bounded closeout for the concluded M3.10a slice; no new slice work.

What it records

PR #170's merge facts, which could not be written before that PR merged: merged by rebase across 6fb57f6 through 15b5e90, with the full hosted matrix passing on the exact candidate — gcc-debug 8m33s, clang-debug 8m57s, clang-sanitizers 9m02s, gcc-sanitizers 9m27s — and again post-merge on main in 9m48s.

What it repairs

"What works now" still named economy-transition-v5 as the surface the C++ kernel must be implemented against. Version six superseded that on the same day. The section now carries a version-six entry stating what it establishes — identity as the account root, keyless escrows, one signer per escrow, fee-exempt registration with the entry airdrop, a seat with no address, a transfer that refuses an unregistered recipient, and the second authorization scheme that keeps admission stateless — and version five is restated accurately: accepted, fully evidenced, and superseded as direction hours after it was evidenced, with no C++ ever written against it, which is the precedent working rather than failing.

Verification

Documentation only. tools/verification_scope.py classifies the change set as lightweight, so the focused metadata path applies.

Not in scope

M3.10b (#153) — the version-six execution model — is recorded as the next action and is not started.
