Prepares QATQ v0.4.2 with the curated release notes, version updates, streamlined README install paths, public release evidence, and crates.io workflow default.\n\nThe release packages the research-only KV Geometry Relevance Gate. Capacity Oracle theorem and certificate semantics remain unchanged.\n\nLocal release validation passed, including cargo package verification.
