When GitHub latest-release lookup fails, the fallback workers advertise a hardcoded old version and
codedb updatereports a refused downgrade. Return an uncached 503 instead, and distinguish stale automatic metadata from an explicitCODEDB_VERSIONdowngrade request.Validation: ReleaseFast build passed; both worker regression suites and four CLI resolution scenarios passed. The production endpoint is owned by codedb-cloud and is patched separately.
