Add types for data export

Summary

• add an explicit declaration file for the google-ips/data export
• update the ./data export map to expose those types while keeping the JSON runtime target
• include the data declaration file in the published package

Verification

• npm run typecheck
• npm test
• npm pack --dry-run
• packed package TypeScript consumer importing google-ips/data without resolveJsonModule
