Fixes #599
This PR adds a Binder module card to the homepage, similar to the existing JupyterLab and Notebook sections.

  • Added a new binder section in the page front-matter
  • Included a Binder homepage-section block in the article
  • Linked the module to the /binder page

This is my first contribution to Jupyter.

Thanks! I think the text here looks fine, but I suggest that we make a new image that conveys binder specifically, rather than reusing the image from the notebook block just above.
