fix: docker file updated for upgrading compiler

Hey

I just created a PR to upgrade the compilers. However, we are still facing issues with some of the compiler versions we are trying to update.

So the current plan is:

• Keep the old compiler versions for the ones that are failing
• Upgrade only the compilers/runtimes that are working successfully to the latest versions

✅ Compiler / Runtime Upgrade Success

• Ruby 3.3.7
• Node.js 22.15.0
• JDK 21.0.7
• Python 3.12.9
• Go 1.24.3
• PHP 8.3.19
• Kotlin 2.0.21

❌ Compiler / Runtime Upgrade Failed / Missing

• GCC 14.2.0
• Erlang 27.3
• Elixir 1.18.3
• Rust 1.87.0
• .NET 8.0
• COBOL 3.2

For the failed compilers, we can still try upgrading GCC and .NET. For the remaining ones, we can continue using the older versions for now.
