Talos linux implementation

This pull request replaces the previous EKS-based setup with a fully self-managed Talos Linux cluster. The changes include:

Key Updates

• Deployment of a Talos Linux control plane and worker node using the metal ARM64 image.
• Secure generation and application of Talos machine configs (controlplane.yaml and worker.yaml).
• Successful node bootstrap and cluster health validation.
• Removal of unused EC2/EKS modules and cleanup of Terraform references.
• Restoration of the vpc/ module and fixes in envs/dev Terraform configuration.
• Updates to .gitignore and repository structure to exclude Talos artifacts.
• CI pipeline restored with working fmt and validate stages.

Outcome:

A simpler, cost-efficient, and secure Kubernetes environment powered by Talos Linux, aligned with best practices and fully integrated into the existing Terraform workflow.
