Add integration quality scale tracking

Quality scale tracking for hygiene and standards adhesion.

Files:

• quality_scale.yaml: Main tracker file, according to https://developers.home-assistant.io/docs/core/integration-quality-scale/
• scripts/quality-status: Small script to parse quality_scale.yaml and report coverage

Spoiler: We're currently Bonze 🥉 but very close to Silver 🥈! 🎉
