The root AGENTS.md says the Living Map rule is a hard rule: commits that change config or tooling must update FORJAMIE.md in the same changeset. This line changes the GitHub Actions tooling for the governance gate, but the commit only touches .github/workflows/gov-security-gates.yml, so the required map/recent-changes update is missing; please add the corresponding FORJAMIE.md update or a follow-up doc-fix commit if this has already landed.
