Update the recommendation gate before development
This commit adds development work without updating governance/agent-recommendation-gate.json; the retained gate still describes the unrelated CLOSE_FINAL_THREE_MERGE_GATE_P1_FINDINGS task on an older branch/base commit, so it does not record whether this change should be recommended, its remaining gaps, evidence, or stop conditions. Update that gate for this task before adding the tests.
