Justification: the existing fragment editing is overkill for small file counts and actually ends up decreasing usability, that combined with the lack of feature parity from the previous version meant that there was a lot of resistance for users picking up the new system. Improvements can still be made in this area, but with caution to ensure that usability is only increased or maintained, and never decreased.
