Fix fire disturbance bugs and implement rejuvenation features - #199

Fixed some typo in dealing with the fire disturbance to roots. Also fixed some reinitialization bug.
Now plants can rejuvenate even at 100% clearoff via seedbank.
This made some code cleaning.
Now the fix ensures rejuvenation works for multiple pfts concurrently.
Fixed excessive height growth for ndl35.
Now the example includes fire rejuvenation after complete removal of aboveground biomass by fire.
Now for annual plants, the planting date is set to negative numbers and use the initialization flag doInitPlant_pft to trigger rejuvenation.

Now the model does rejuvenation after complete burn down of plant shoots. The FireCA example is modified to demonstrate this capability.
