로컬 실검증 통과 (Node 24, CI 5단계 재현 전부 PASS: lint / format:check / test:unit / npm test / make ci-round). globals 14→17 메이저 3단계 점프지만 eslint.config.js가 쓰는 심볼에 영향 없음을 lint 실행으로 확인. 승인합니다.
