Don't require specific version of some plugins, and add some dummy methods to two of the test files.
Looks like an old properties file went away or something. This gets it functional in English, at least.

Here are some patches for consideration. I am able to build as far back as Fedora 11 using standard packages (and some old 1.6 JRE from Sun/Oracle).
The resources patch may be a bit questionable, but it works for me and fixes
the exception I emailed you about...
