Adds rust-norion to the autonomous agents frameworks/platforms list.
rust-norion is an early Rust AI control-layer prototype focused on routing, memory gates, evidence checks, rollback, and auditable self-evolution around agentic runtime behavior. It is not a production inference engine or a single model API wrapper.
