The 4.2.0 data update uses CLDR 48, while the README still reports CLDR 47 from March 2025. Update the documented version and release month to CLDR 48, October 2025.
Verified against the official CLDR 48 release and with both upstream suites on Ruby 4.0.6 and 3.2.11.
