[codex] Polish v3 public card readability

Summary

Polishes the canonical v3 card-pack surface to match the public-review
quality now present on main.

What changed

• Marks SpaceBio-Bench cards as public_review_ready.
• Reworks docs/SPACEBIOBENCH_CLAIM_REGISTER.md from wide tables into readable
  claim-card sections.
• Adds v3-specific branch notes explaining that v3 is the canonical evidence
  branch for detailed v9 metadata-alpha artifacts.

Why

The Hugging Face card links to the v3 card pack as the canonical evidence
surface. Keeping v3 polished prevents the public reader from seeing a more
rough/draft-looking card when following those links.

Validation

• git diff --check passed.
• Confirmed Claim Register has no lines above 140 characters after the table
  conversion.
• Confirmed no stale codex/spacebiobench-*, blob/codex, status: draft,
  or default-main branch-note wording remains in the v3 card files.
• Secret/path search found no literal credentials; the only /Users/jak4013
  hit is a test assertion forbidding that path.
