Law vs heuristic vs Chair gate. Inverse of hub_to_children: children_require_hub as soft_warn only. Not a CheckCatalog check and not a work-ordering scheme.

When child URLs exist, the collection index should exist — or the family should be an explicit typed absence, not a naked 404. That is a heuristic until the founder ratifies a hard block.
