Skip ordinary PR jobs for writeups before runner assignment. Real checks run for merge-group, explicit manual/full-ci requests, schedules where configured and direct default-branch pushes. Observed
github-merge-queue[bot]pushes skip duplicate validation. Pin shared hygiene to the merged leaf-level guard and merge-parent checker; required check names and native tests remain intact. The existing migration uses shared Debian 12 containers where supported; heavyweight validation retains its explicit route. Fork PRs never run on our runners, and no repository secrets enter those runners.
Verified: actionlint and whitespace checks pass. Both org pilots enqueued with skipped PR checks; deliberately failing real merge-group required checks blocked their merges. Native queue results for this revision remain the merge gate.
