Skip ordinary PR jobs in the shared CI workflows before runner assignment. Preserve the required nested check name by gating the reusable leaf. Real CI runs for merge-group, explicit manual/full-ci requests and direct default-branch pushes; observed
github-merge-queue[bot]pushes are excluded.Verified: ordinary PR hygiene reported SKIPPED with no runner and entered the queue. A deliberately failing required merge-group hygiene job ran on the runner and blocked/ejected the PR; the default branch stayed unchanged. The temporary probe is removed from the final change. Actionlint passes; the unchanged checker has 11 passing behavioral/identity tests.
