Keep local fixture allowances out of upstream repositories - #11

External and upstream repositories must not carry owner tooling in their PRs. --staged checks now additionally read reasoned path exceptions from $(git rev-parse --git-common-dir)/info/repo-hygiene-allow, outside all tracked content. The file grants path exceptions only: identities are rejected, range and CI checks never read it, and gitleaks still runs on every allowed path. Failure guidance now names the local file so users of external repositories do not commit owner tooling to fix a local artifact.

Allow local fixture exceptions without adding tooling files to external repositories.
Staged checks read path exceptions with reasons from
info/repo-hygiene-allowin Git’s common directory, shared by its worktrees. Commit-range and CI checks ignore that file. Local rules cannot exempt identity checks or secret detection; tracked allowances keep their existing behavior.Verified: 16 tests pass with real Git and Gitleaks. The hook installed in an isolated home directory accepts a permitted synthetic fixture, rejects missing or malformed allowances, and still blocks a synthetic secret on an allowed path.
