Adds ai-meeting-skill to Multi-Agent Orchestration.

This is a workflow combining a Claude Code skill, CLI orchestration, Codex/Claude provider adapters, persisted per-agent sessions, and sourced final-report generation for proposal reviews and technical decisions.
