latest 1.26.x patch; keeps go.mod, sub-module go.mods, and the Dockerfile GO_VERSION default in sync.
part of the ipfs-ecosystem dependabot group (#11395); go-test in that group is skipped since master is already on v0.4.1. - go-ipld-cbor v0.2.1 -> v0.3.0 - go-ds-measure v0.2.2 -> v0.2.3
