To deprecate prober (#1558), one thing that needs to be done is to move infrastructure components from prober into monitorlib -- specifically, the IDGenerator and related tools and utilities. This PR makes that move. Primarily, the IDGenerator and related functions are moved from prober into monitorlib/ids.py and decode_id.py is moved (and adjusted) to monitorlib. This test ID functionality is given a brief description in monitorlib's README and all the references are updated from prober to monitorlib.
