This PR refactors the action invocations of the f3548_21 test suite to group single-flight-planner test scenarios into a new single_planner test suite, and invoke that test suite using a ResourceEnvironmentsActionGenerator rather than a FlightPlannerCombinations action generator. Not only does this simplify the actions (iterating over all flight planners once rather than once per scenario type), it also helps prepare single flight planner scenarios to be executed in parallel according to flight planner identity (though this PR alone does not finish that task).
