All content retained in the repository presents an ongoing maintenance burden whose cost should be periodically judged against the value of that content. Prompted by #1803, I looked at deployment_manager and believe it is obsolete and should be removed -- this PR proposes that removal. The original intent of this tool was to reduce the complexity of some of the operational tasks expected of a DSS operator. However, it was never adopted as a useful approach to solve this problem, and the actual tasks it is currently capable of performing are mostly unnecessary with the addition of the certificate-related aux endpoints added to the InterUSS DSS implementation.
Merging this PR is not urgent and I would appreciate DSS contributors (e.g., @MariemBaccari, @the-glu, @barroco) confirming they don't expect to want to use or rely on this tool before merging.
This PR, if merged, makes #1803 unnecessary as it removes that dependency.
