This PR begins work on preparing to invoke the dss_probing test suite in parallel from the f3548_21 test suite. PlanningAreaResource is made a GeospatialResource and its instances are replaced with providers of PlanningAreaResources to spatially-distribute invocations with regard to planning_area. And, the ForEachDSS action generator is replaced with the new, more generic ResourceEnvironmentsActionGenerator that accepts the dss_probing_environments resource environments populated with dss and planning_area via the provider and automatic "combination" of DSS instances (no combining; just selecting single instances from a plural resource). This new ResourceEnvironmentsActionGenerator is set to a parallelism of 1 because this PR doesn't complete all the tasks needed before dss_probing can be invoked in parallel from f3548_21.
The net effect of this PR is that no behavior is changed, but PlanningAreaResources specified in test configurations need to be replaced with ResourceProvidingResource[PlanningAreaResource]s (this will enable future parallel invocations).
