Admin can now create and delete society structure nodes after Builder handover. Required for societies to remain manageable when Builder leaves.

Admin Structure Management
Admin can now create and delete society structure nodes
(towers, floors, units) after Builder handover.
Previously Admin had node.update and node.view only.
This left societies unmanageable after Builder left.
