Adds the ARM parser (
infracost-parser-arm, already released) to therequiredPluginslist so the CLI auto-installs and auto-updates it like the other parsers. NoLegacyNamesince it never shipped under the oldinfracost-plugin-<key>naming.The LSP shares this list via
github.com/infracost/cli/pkg/plugins, so it picks this up on its next cli dependency bump (no separate change needed there).
