Installs locked repository dependencies before native release verification in both the stage and publish jobs. Adds a release-contract regression check that requires pnpm setup and installation before verifier execution. Root cause: the clean stage runner lacked the yaml dependency imported by the WinGet verifier. Full repository gates and the focused native release asset contract test pass, and the verifier was replayed against all 28 actual version 0.11.1 artifacts.
